Executive Summary

Ross Brown is a plumber and hydraulic & fire protection engineer with over 25 years of industry experience.

As Lead Engineer at Abel & Brown Pty Ltd, Brown has a breadth of experience extending to plumbing, general hydraulics, fire protection design and in underground services location. Brown has an extensive academic background and holds a diverse number of qualifications from universities across Sydney. From the University of Western Sydney, he obtained a Bachelor of Laws in 2005 and subsequently a Graduate Diploma of Legal Practice in 2008. Brown has also undertaken numerous courses from TAFE including: certificate of plumbing services (1988), Associate Diploma of Engineering in Plumbing Services (1995), Diploma of Plumbing Services (1999), Domestic and Residential Fire Sprinklers (2002), Bushfire Protection Sprinkler Systems (2003), and Backflow Prevention Systems.

He has also completed expert witness training at the RICS DRS Pty Ltd, BPRS Ltd, TAFE, and the University of NSW. Accordingly, Brown is a registered and licensed plumber, drainer, and gasfitter. A leading knowledge figure in his field, Brown has been engaged to conduct design and installation projects across Australia. As a result, he has gained valuable and specialist experience in assisting private clients, government agencies, solicitors, barristers in legal matters pertaining to plumbing, hydraulics services, and fire protection.

Over the course of a lengthy career, he has become highly knowledgeable in what is required by the Building Code of Australia in both residential and commercial settings. According to the code, Brown offer services including design, inspection, and certification of automatic fire detection and alarm systems, fire hose reels/hydrant system, gas extinguishing systems, and speciality fire protection, to name a few. Through Abel & Brown Pty Ltd, he conducts a certification of all fire protection services in addition providing an ongoing servicing and maintenance. Accordingly, Brown has been responsible for a successful civil, hydraulic and fire practice working on projects and professional advice throughout Australia. He is also experienced in the writing of technical documentation, establishing benchmark documentation procedures and design documentation.

His daily responsibilities include marketing, project management, training of key personnel, work flow resourcing, QA verification of documents, site investigations, design, forensic investigation and report writing, project specification, project budget, tender reviews and authority liaison. An experienced expert witness, Brown has provided expert reports and testimonies on a number of occasions. The matter in which he has worked on are diverse and ranging from failure of fire sprinkler services to general plumbing defects.

Most recently he provided expert advice in a commercial matter whereby a shopping centre was flooded as a result of Fire Protection Maintenance.
